Panel Discussion: "Grantors Pivot From DBFOM Model"

The last 18 months have been marked by the increased prominence of DBF projects and the use of gap financing in states such as Texas, Georgia, Florida, West Virginia and Arkansas. While there is no such thing as a one-size-fits-all P3 procurement these deals suggested that, as more procurements use P3 the model is becoming more and more sophisticated in addressing the needs of particular states and the stakeholders.

This panel will look at the reasons why states are procuring DBF projects instead of more traditional DBFOMs, the advantages of gap financing, the downside of excluding O&M and the private sector response.

  • What is the benefit of a DBF over a DBFOM procurement?
  • How do DBF procurements differ between the states that have done them?
  • What makes gap financing an attractive option for P3s?
  • Could there be a future roll-out of tax-exempt bank debt for DBF projects, as in the case of Georgia’s I-285/SR400 procurement?
  • Could the DBF model be used for social infrastructure projects, as it has in Canada?
