Jacob is a senior associate in the Competition, International Trade and Foreign Investment Group of our Toronto office. He assists both domestic and international clients on trade disputes and cross-border regulatory matters, including customs, economic sanctions, anti-dumping and countervailing duty, and investment dispute litigation.
Jacob provides advice to businesses regarding customs compliance (including Canada’s forced labour import ban), procurement, economic sanctions, and export controls, and to government clients on free trade agreements and World Trade Organization (WTO) matters. Jacob regularly appears before the Canada Border Services Agency, Canadian International Trade Tribunal, and Federal Courts.
Prior to joining Osler, Jacob worked at another Canadian law firm.

- A coalition of plywood importers in connection with a successful no injury finding before the Canadian International Trade Tribunal (case NQ-2020-002), and a successful dismissal of an application for judicial review (Canadian Hardwood Plywood and Veneer Association v Canada (Attorney General), 2023 FCA 154).
- LNG Canada and The Canadian Coalition for Construction Steel in connection with a safeguard inquiry before the Canadian International Trade Tribunal, successfully arguing against the implementation of a definitive safeguard measure on certain steel products (case GC-2018-001).
- The Government of the United Kingdom in the negotiation of free trade and investment agreements.
- The Government of Ontario in the CUSMA/USMCA negotiations.
- A global automotive company on CUSMA/USMCA rules of origin.
