Justin is an associate in the Privacy and Data Management Group of our Toronto office. His practice focuses on privacy, cybersecurity, and technology matters, and involves assisting clients with privacy compliance, data governance, data security incident response and preparedness, commercial agreements and transactions, and regulatory investigations.
Justin is a Certified Information Privacy Professional for Canada (CIPP/C) and the United States (CIPP/US) through the International Association of Privacy Professionals (IAPP).
Justin holds a J.D. from Osgoode Hall Law School and an LL.M. from Georgetown Law where he was a National Security Law Scholar and focused his studies on privacy, cybersecurity, and AI law and policy. At Georgetown, he was an Assistant Notes Editor for the Georgetown Law Technology Review, a Peer Reviewer for the Journal of National Security Law & Policy, and a Legal Extern at the Center for AI and Digital Policy. At Osgoode, he was an oralist for the winning team at the national Julius Alexander Isaac Moot Competition.
Justin is frequently involved in community volunteering and is the former President and Chair of the Federation of Asian Canadian Lawyers (Ontario Region). In recognition of his community leadership, he received the Emerging Leader Award from his alma mater, Victoria College at the University of Toronto.
Prior to joining Osler, Justin was a privacy and cybersecurity associate at another international law firm based in Canada.

- Assisted companies in various sectors on privacy risk management processes, including implementation of privacy policies and consent management procedures.
- Assisted various clients with identifying and mitigating privacy and cybersecurity risks in M&A and other commercial transactions.
- Advised domestic and international clients in the context of data security incidents involving multiple Canadian jurisdictions, including investigations, notifications, and reporting.
- Assisted clients in regulatory investigations and individual complaints involving federal and provincial privacy commissioners.
- Advised an American multinational manufacturing company on privacy compliance issues in connection with the management and cross-border data transfers of employee information.
- Assisted a Canadian hospitality services business with the privacy compliance review and implementation of a company vehicle surveillance system.
- Advised a Canadian information services provider in its response to one of the largest ever data breaches in the Canadian healthcare sector and related regulatory investigation.
- Advised a Canadian healthcare SaaS provider in its response to a data exfiltration incident impacting personal health information records managed by Canadian and American third-party organizations.
