With more than 25 years of experience, Richard’s practice is focused on industrial, commercial and institutional project development across various industry sectors, including energy, technology, municipal infrastructure, transportation, defence, and critical minerals. He manages private and public sector contractual, procurement and project development issues on behalf of owners, engineers, contractors and subcontractors on Canadian and international capital projects.
In particular, Richard has led the procurement, development and negotiation of various forms of multi-party collaborative contracts for complex infrastructure projects in Canada, including Integrated Project Delivery (IPD) and Progressive Design-Build (PDB) contracts.
Richard is the current Chair of the Contract Documents Committee of the Canadian College of Construction Lawyers, and is past-Chair of the International Construction Division of the American Bar Association Forum on Construction Law. He is also a Board member of the Korean Canadian Lawyers Association, and a prior speaker at the International Association of Korean Lawyers International Conference in 2024 regarding Korean companies and the Green Energy Transition.

Osler is advising Nuclear Waste Management Organization (NWMO) regarding Canadian Integrated Project Delivery and collaborative agreements for the Deep Geological Reserve Project (DGR), which is an ambitious multi-billion-dollar program to develop Canada’s largest nuclear waste storage facility, involving expertise in construction of mining and nuclear-related projects. The DGR is also currently the largest dollar value project in Canada using the relatively new Integrated Project Delivery collaborative contracting model.

Osler is advising TransCanada Energy on design and construction aspects of the proposed Ontario Pumped Storage project in Meaford, Ontario. The 1,000 MW project, significant in its size, aims to cut greenhouse gas emissions while providing clean, reliable and affordable energy to power Ontario homes and businesses.

Osler is advising the City of Toronto, as a host city of FIFA World Cup 2026, in connection with construction, development and sponsorship matters to be completed prior to the event.

Osler is representing Vale Canada, one of the largest mining companies in the world, in developing and maintaining major capital projects in Canada. This is important since mining is critical infrastructure for the industrial supply chain not just in Canada, but globally. Osler has advised Vale in major capital project construction contract and equipment fabrication and installation contract negotiation in Canada. Notable projects include contracting for certain construction and operation roles under a fast-tracked smaller deposits program.

Osler has been providing construction and development-related advice to Air Products in relation to the building of multiple new hydrogen production facilities in Canada, with each one representing more than $1 billion dollars in capital cost. The development of these facilities reflects the clean energy transition currently under way in Canada. Our country is well positioned to be a global hydrogen leader, which will help create thousands of jobs, grow the economy, reduce emissions, and put Canada on a path to achieving net-zero by 2050. This project will reduce Alberta’s greenhouse gas emissions.
